unfortunately I did not hear from you, so I did try further steps reducing all superseded updates on the upstream server. I did decline 1008 updates. After that I tried many times to synchronize the downstream server with this but all time got the same error.
Actual updates of the upstream server:

Unapproved: 0
Approved: 4453
Declined: 1008
